Peoples’ Declaration

The 3rd Peoples’ Triangular Conference organized by the No to ProSavana Campaign on October 24 and 25, 2017, gathered around 200 people, among them peasants, representatives of social movements, non-governmental organizations, faith-based organizations, academics, students, activists, people of good faith and members of the No to ProSavana Campaign from the three countries (Mozambique, Brazil and Japan) with a view to profoundly and democratically reflect Mozambique's development model.

The conference takes place in a context in which the Mozambican government has prioritized the development model based on the private sector, particularly "public-private partnerships", which has consequently led to the entry and implementation of large national and foreign investments in agriculture focused on agribusiness, mining and hydrocarbons in key development corridors.

We, the peoples connected by the No to ProSavana Campaign and other participants, analyzed and discussed the national conjuncture and verified the following:

1. The prioritization and insistence on non-inclusive policies and programs that do not respond to the needs, challenges and will of the peasant class.

2. Massive private investment in agribusiness, with emphasis on ProSavana, PEDEC, the New Alliance for Food and Nutrition Security, the Nacala logistics corridor development program and the Sustenta program. These have as main focus the large-scale production of monocultures, mostly commodities to provide to the external market.

3. The ongoing and proposed programs have promoted the use of GMO seeds to the detriment of native seeds and the peasant way of life.

4. Most projects are implemented in the territories of peasants that are justified and validated by deficient and contested public consultations. They also devalue and disrespect the values and cultural patrimonies (cemeteries and sacred places, burial places) of the peoples.

5. Numerous cases of conflicts and land grabbing in peasants' territories by large agribusiness investments including ProSavana. These practices have led to the involuntary displacement of peasants and rural communities.

6. Occurrence of threats by local authorities, coaptation and marginalization of peasants and leaders of social movements who oppose ProSavana.

In light of the above findings, we, the peoples of Mozambique, Brazil and Japan present at this Conference, demand and denounce:

1. We reject the model of exclusionary and discriminatory development based on the agribusiness that is imposed on us, since it is based on the expansion and accumulation of capital by large investors and is based on the production of profit and not on the well- being of the peoples.

2. We demand respect for the culture and knowledge of the peasant class.

3. We demand a process of discussion and creation of a peasant agriculture plan, from the bottom up, where the challenges, needs and expectations of peasants will have to be discussed and the Plan formulated.

4. We demand that the government of Mozambique and its partners respect the Constitution of the Republic and other laws in force in the country.

5. We reiterate our position on the No to ProSavana Program and similar programs under way in the six main development corridors, the model they represent and the way in which they were conceived and imposed on the Mozambican people.

6. Peasants and other participants refuse to implement the ProSavana program once again.

7. We encourage the Mozambican government to focus on peasant-based agriculture, which is the guarantor of food sovereignty, providing among other things like, incentives for peasants to increase their production area, production and productivity with specific interventions such as extension services, access to productive infrastructures.

8. We reaffirm our determination to strengthen the fight for the defense of our heritage, making it the only way to guarantee food sovereignty.

9. We demand that the Mozambican government adopt policies and strategies that encourage and support peasants to use their native seeds and to maintain their local production systems.

10. We reject the intention of the Mozambican government and cooperation partners (USAID, Melinda & Bill Gate Foundation, RockFellers Foundation among others) to introduce the use of genetically modified seeds in Mozambique.

11. We encourage the government to scrupulously observe the Land Law and the Article 109, paragraph 3 of the Constitution of the Republic and ensure its implementation. In addition, we repudiate the recent approval of the decree that provides the revision of the Land Law to accommodate capitalist interests.

12. As peoples, we will continue to fight for the common good, establish alliances of solidarity with peoples of other nations, and collectively discuss alternatives to the imposed development model.

Finally, we extend our invitation and appeal to all social movements, civil society organizations, rural communities and all citizens in general for a broad mobilization, engagement and organization of a common front of resistance to this model of development on which is based on agribusiness and to build the alternative model based on the well-being of people. As united peoples, we will continue to be engaged in the fight against inequalities, against all forms of injustice and discrimination, as well as in the defense of our rights and interests regarding access to and control of land, native seeds, water, forests, air, property and cultural heritage and common histories.

No to ProSavana!
