ここ数年悪化してきた、モザンビークのガバナンス・民主主義の悪化、言論の自由の喪失を決定づける出来事が起きています。

モザンビーク唯一の国立総合大学であるUEMの法学部教授で、憲法学の専門家、アフリカ人権・開発研究所 （http://www.ihrda.org /）理事、ガバナンス・開発研究所（http://www.gdi.org.mz /）のジル・シズタック（Gilles Cistac)博士が、マプート市内のカフェで「何者かに」暗殺されました。

直前に、最大野党RENAMOの北部・中部地域の自治の主張について、憲法的には「アリ」と表明して以来、「与党関係者」を名乗る者より繰り返しの脅迫を受けていたところの出来事でした。しかし、シズタック教授は、フランス国籍を捨ててまで、長い戦争後実現した和平（1992年）と民主主義（1994年）がモザンビークで根付くために、法学者としてこの国の発展に多大なる寄与をされてきました。政府の審議会等のメンバーも務めています。それゆえ、「言論の自由」を奪う行為として、多くの研究者・市民社会は捉えています。

この暗殺を受けて同じ週には、第二の都市ベイラ、首都マプートで大規模な抗議デモが予定されましたが、前者は禁止され、後者は平和なマーチに対してマプート市警察が機動隊を出動させる等事態はより悪化しています。

多くの市民は、ニュッシ新政権が前政権と異なり、「人びとに近い政権」になることを願っていましたが、政権交代直後のこの事態――暗殺と暗殺への 自らの関与を否定するのに好機であったマーチに参加するのではなく、逆に機動隊を送り込んだ――に、「逆らう者は危ない」というメッセージを発したものと受け止めています。

今回は外国出身・大学教授・研究者という「安全」と思われていた人物がターゲットになったため、研究機関を中心に非難声明も出ています。

なお、同国研究者に対する政権の抑圧については、既にIESEカステルーブランコ教授のケースでも懸念されていました。

世界中で民主化の後退が顕著になってきていますが、とりわけ「資源大国」となり、日本をはじめとする各国の投資ブームが続くモザンビークでの民主化・言論の自由の後退は顕著です。しかし、歴史が証明するように、その先に待ち受けているのは「安定」ではありません。

この状況への国際的な注目と関与が求められています。

Cistac has reportedly said calls by Renamo for greater autonomy for the north and centre of the country could be justified under the constitution.

Mozambique constitutional expert Gilles Cistac, fighting for his life in hospital after being gunned down in the capital Maputo.

GILLES Cistac, a constitutional law expert who said the call by Mozambique’s main opposition for an autonomous region has merit, has died after being shot Tuesday morning in the capital, Maputo.
The Centre for Human Rights in Pretoria, South Africa, issued a statement late Tuesday afternoon saying it had “learned with shock and distress of the assassination of Prof Gilles Cistac. He was shot four times in the chest by unidentified gunmen”.
Cistac was rushed to hospital in a serious condition after bullets struck him in the thorax and abdomen and underwent surgery, a spokesman for Maputo’s Central Hospital told reporters.
Cistac was shot in a cafe on Avenida Eduardo Mondlane, one of the city’s main boulevards, local news service CanalMoz reported.
Cistac had been quoted in local media this year as saying that calls by the Mozambique National Resistance for greater autonomy for the north and centre of the country could be justified under the constitution.
Renamo disputes the results of October elections and is demanding greater autonomy for areas where it polled the most votes.
Cistac is a professor in the law faculty at the Universidade Eduardo Mondlane, Mozambique’s biggest and most prestigious. He is also a member of the Mozambican Academy of Sciences and sits on the board of the Institute for Human Rights and Development in Africa, according to a profile published on the website of Mozambique’s Governance and Development Institute, of which he is also a member.
